This 130 pages document presents the DigComp framework for digital competences of citizens, starting from the five Competence Areas, over the 21 (actual) Competences (3-6 per Area), down to to the 8 Proficiency Levels that are used to rate each Competence. The document also includes many examples for knowledge, skills, and and attitudes related to the Proficiency Levels. The document is both comprehensive, and complex.

DigCompAE - Austrian derivative
Austria uses a slightly different version of DigComp. The main difference is that that they added a sixth Competence Area (to the five in the EU original version). The added area of competence is for basic skills, e.g. being able to switch on a computer, or use a mouse. Because it is about basic skills, this additional area was numbered "Area 0" (not Area 6).
